Injunction remains on tobacco cultivation.


Bandarban court has rejected the petition seeking cancellation of the public litigation filed to ban tobacco cultivation and processing in the district.
The petition was filed by three tobacco companies -- British American Tobacco (BAT), Dhaka Tobacco and Abul Khair Tobacco.
The court also upheld the previous temporary injunction on tobacco processing, marketing, storing and the use of tobacco furnaces in the district.
District judge Mohammad Kawser passed the order on Thursday.
The three companies were allowed to collect tobacco from only 1,000 acres of the district's 10,000 acres land in the current season.
When contacted, BAT area manager Mushfique declined to make any comment on the order.
District Joint Judges court issued an injunction order on Aug 18 and asked 22 persons, including the deputy commissioner, seven Upazila Nirbahi Officers (UNO), police chief, Bandarban and Lama forest officers, agriculture officers and the three tobacco companies to explain within seven days why tobacco furnaces and warehouses should not be relocated.
The plaintiffs submitted their explanations on Aug 26 this year.
The court issued the order following a public interest litigation filed by two local journalists—Bangla daily 'Amader Shomoy's Bandarban correspondent Alauddin Shahriar and district Press Club general secretary Zafar Iqbal.
Later, Bangladesh Environment Lawyers' Association, Consumers' Association of Bangladesh and Bandarban Farmers' Association joined the plaintiffs.

About Mymensingh District with Map.

Mymensingh District, dhaka division with an area of 4363.48 sq km, is bounded by Meghalaya State of India and Garo Hills on the north, gazipur district on the south, netrokona and kishoreganj districts on the east and sherpur, jamalpur and tangail districts on the west. The main river is Old Brahmaputra. Besides, there are small rivers, marsh, canals and forestry in the district. The soil formation of the district is flood plain, grey piedomont, hill brown and terrace. There are small valleys between the high forests; annual average temperature maximum 33.3°C, minimum 12°C; annual rainfall 2174 mm.
Mymengingh (Town) was earlier called Nasirabad. It stands on the bank of the Brahmaputra. It consists of 21 wards and 85 mahallas. The area of the town is 21.73 km. It has a population of 225811; male 51.91%, female 48.09%; density of population per sq km 10392 per sq km. Literacy rate among the town people is 60.4%.
Administration Mymensingh district was established in 1787. Later on it was divided into six districts viz. Tangail, Jamalpur, Mymensingh, Kishoreganj, Sherpur and Netrokona. The district consists of 8 municipalities, 12 upazilas, 146 union parishads, 84 wards, 206 mahallas, 2201 mouzas and 2709 villages. The upazilas are bhaluka, dhobaura, fulbaria, gaffargaon, gauripur, haluaghat, ishwarganj, mymensingh sadar, muktagachha, nandail, phulpur, trishal; the municipalities are Bhaluka, Gaffargaon, Gauripur, Ishwarganj, Mymensingh Sadar, Nandail, Muktagachha and Trishal.

Jail killing case to be revived.

Home minister Shahara Khatun has reiterated the Awami League government's pledge to revive the trial of the jail killing cases.
Shahara was talking to reporters on Wednesday, while visiting a museum in the Dhaka Central Jail dedicated to the memories of the four slain leaders.
"The present government is not pleased with the verdict of the case. So it will request the court through the law ministry for a re-trial."
On this day in 1975, four leaders of the wartime national government—acting president of Bangladesh Syed Nazrul Islam, prime minister Tajuddin Ahmed and cabinet ministers M Mansur Ali and AHM Qamruzzaman—were killed inside Dhaka Central Jail.
The assassins, believed to be the mastermind of the 1975 coup, gunned down the four leaders, just three months after murdering Bangabandhu Sheikh Mujibur Rahman and most of his family members on August 15, 1975.
Pointing an accusing finger at Ziaur Rahman,the founder of BNP and a former president, as the mastermind of the jail killing, the local government minister claimed, "later his wife, Khaleda Zia, tried hard to protect the murderers."
"Those who have committed the murders and those who have instigated it, as well as those who saved them, will be brought to justice," she said.
Armed assassins had stormed Dhaka Central Jail on November 3 1975 and ruthlessly shot dead the four national leaders during that murky period of the country's history.
The Awami League government had revived the trial of the jail killings case after it came to power in 1996.
But the trial went through several hiccups, and the High Court, on October 20, 2004, during the tenure of the BNP-Jamaat alliance government, handed down a verdict, sentencing 15 of the 20 accused.
Appeals on the verdict are still pending before the court.

HIP HIP!!!! Bangladesh win 3rd ODI against NZ


Bangladesh has won its first five-day ODI series against New Zealand and will be playing a dead rubber.
In the fourth match of the series at Sher-e-Bangla National Stadium, the Tigers packed off the Kiwis at 232 runs in the third ball of their 49th over, nine runs from equalising with Bangladeshi.
The Kiwis' fate was sealed with Raqibul Hasan forcing KM Williamson to head back to the changing room catching him at deep midwicket.
New Zealand's batting charts were topped by a solo century by Williamson (108 from 132) with six fours and two sixes.
Skipper Shakib Al Hasan played an excellent match and secured the Man of the Match award topping both the bowling and batting charts of Bangladesh.
He took three wickets with his spin balls from ten overs with an economy rate of 5.40, and scored 106 of 113 balls. His was caught and bowled by his Kiwi counterpart Vettori.
Shakib rebuilt the innings after his side sustained early losses at the hands of New Zealand's seam bowlers, and played intelligently through the middle period to guide Bangladesh to a competitive total on the slow Mirpur wicket, cricinfo reports.
The new-look New Zealand pace attack made early inroads into the Bangladesh top order after Daniel Vettori had chosen to field, taking the wickets of Shahriar Nafees, Junaid Siddique and Raqibul Hasan in the first powerplay, to leave the hosts tottering at 44 for 3 in the eighth over.
Kyle Mills - the only New Zealand seamer to be retained from Monday's loss - was into the action early, dismissing the in-form Nafees with an away swinger before having Siddique caught at short midwicket a few overs later. Debutant Hamish Bennett didn't take long to snare his first victim either, bowling Raqibul with one that jagged back in.
Shakib came to the hosts' rescue again, first taking his team out of immediate danger in a 53-run association with Imrul Kayes, before combining with Mushfiqur Rahim for another half-century stand that was cut short by some disastrous running. Shakib scored at close to a run a ball throughout his innings, regularly piercing the off side field with surgical precision while the seamers were in operation, before resorting to late dabs and paddle sweeps as the innings wore on.
The slow bowlers rarely troubled Shakib, and his ability to pick the gaps and rotate the strike effortlessly ensured that Bangladesh remained in control through the middle overs. He brought up his century in the 41st over, but fell to his counterpart soon after, giving Vettori the simplest of return catches just as Bangladesh were preparing to launch in the final stages.
New Zealand's fast bowlers came back brilliantly after Shakib's departure, never allowing the Bangladesh lower order to get settled, varying the pace and regularly targeting the blockhole. The remaining wickets fell in quick time, Bennett and Daryl Tuffey taking two apiece, and hauling back what threatened to be a score in the vicinity of 265 at one stage.
Bangladesh were eventually bowled out for 241, but will feel they have every chance of restricting New Zealand on a slow, turning surface, to rise to what will be an historic series victory.

Railway probe team visits Sirajganj site.


The railway investigation team, formed to investigate the train accident at Ullapara in Sirajganj, has began its work with a visit to the accident site.
Five people, joining a BNP rally, were killed when the train, unable to stop on time, ran them over on Oct 11.
The team has also held talks with the station staff and witnesses.
Chief of the five-strong committee railway (west zone), chief engineer Mohammad Amzad Hossain, said they had sought three-day extension from the authorities for submission of the report, citing greater interest. The committee was earlier given four days.
Meanwhile, another investigation committee, under Sirajganj district administration, with four members, had also been formed to also look into the incident. District additional magistrate Dipak Ranjan Adhikari is heading the second committee, which has been given seven days to submit its report.
Dipak said on Thursday that investigations were underway. "We are visiting places and talking to people we need." He hoped to submit report on time.

Law favours trains in mishap

The Railway Act stipulates that anyone crossing or driving over a railway is entirely and solely responsible for any accidents that may occur.
Divisional Railway Manager (west) Shahidul Islam, who is in Sirgajganj following the accident, also told bdnews24.com that Shahidul told bdnews24.com that the 1890 Railway Act does not allow compensation cases to be filed against the railway in case of accidents. "Rather, the railway may accuse them for putting the train at risk."
Monday's train accident killed 6 people were among the BNP supporters gathering for an opposition rally on Monday at nearby Ullapara. After the accident, a mob vandalised the train and set it on fire. Police have so far arrested 32 people from different areas of Sirajganj.
Cases have been filed, however, under the Special Powers Act on charges of arson, loot and beating up passengers.

RALLY NOT APPROVED
Sirajganj deputy commissioner Aminul Islam told bdnews24.com that BNP did not seek permission for the rally. They asked for its security. The police and RAB provided the security measures. However, he does not have the power to permit a rally on railway property.
Inspector Mostafa Harun of the Bangabandhu Bridge Westside Police Station informed that no permissions were sought for the rally.
The stage of the BNP rally was built within 45 feet from the railway tracks.
Sirajganj district Chhatra Dal convenor Anwar Hossain told bdnews24 that as far as he knew, permission had been secured from the deputy commissioner by the local BNP office.

At last Bus located, announces MP

Twenty four hours have passed since a Savar-bound bus plunged into Turag river near Savar's Aminbazar with about 50 people in it. The bus is yet to be located despite frantic search and heavy deployment.
Traffic movement on the Dhaka-Aricha Highway resumes as angry locals withdrawn their 45-minutes blockade at 11am, the second such incident in a day, protesting the delay of search operations.
They had previously blocked both ends of the bridge that witnessed the tragic accident, on Sunday evening.
The previous blockade remained for barely a few minutes as law enforcers charged batons on them and cleared the streets immediately. Earlier on Sunday evening, law enforcers had to resort to force to control the thousands of people thronging both sides of the street near the accident site.
Almost 23 hours into the accident, officials have yet to locate the bus.
A specialist team has joined search efforts around 10am, immediate efforts of divers, SONAR and scanners have all failed to yield any results.
Officials on site say, search operations are being severely hindered by the strong currents of the Turag.
After a frantic search with the help of naval sound navigation and ranging equipment and thereafter scanners, the bus could not be located till 10:25am.
Deputy commander Maniruzzaman, who is leading the navy personnel at the search, the operation could not be conducted thoroughly due to the strong currents of Turag.
He told reporters at 6am on Monday that search operations conducted by divers and machines had failed to locate the bus.
Fire service deputy director of operations Bharat Chandra Biswas told bdnews24.com around 4am that the search party had called off their efforts. "But we will soon initiate the search with the aid of scanners."
The subsequent search for the sunken did not yield any results.
Soon after the bus had sunk, eight of those people reached the shore. Unfortunately one among them, a third year university student, died on her way to hospital. But there has been no news of the rest of the passengers.
With strong current reported by navy and fire service divers any hopes of rescuing survivors has all but vanished. Law enforcers have already had to charge batons on the thousands of local people who protested at the pace of search work.
Rescuers have finally located the bus 25 hours after it had plunged into river Turag on Sunday.

Cuba marks Che Guevara's death


Cuba marks the 43rd anniversary of the death of Argentine-Cuban guerrilla legend Ernesto "Che" Guevara, who was killed in La Higuera village in Bolivia.
As traditionally, the official media devoted several articles to commemorate the legendary guerrilla leader. A total of 120,000 pupils received their blue scarf insignia, which identified them as members of the Jose Marti Pioneers Organisation, and swore "to be like Che Guevara," Xinhua reports.
Born on June 14, 1928 in Rosario, Argentina, and graduated as a doctor, Guevara started his "legend" after meeting Cuban revolutionary Fidel Castro in 1955 in Mexico and travelled to Cuba to participate in the guerrilla fight till the victory over the dictatorship of Batista on Jan 1, 1959.
In 1966 he went to Bolivia to start another revolution and on Oct 8, 1967 he was captured by the army. One day later, he was killed in a small school at the La Higuera village.
The Cuban government has always commemorated Guevara as the example of "new man," to be followed by the young generations.

11 dead, coastal areas submerged

At least 11 people have died in the submerged coastal areas due to the storm whipped up by depression in the Bay of Bengal.
Hundreds of fishermen are still reported missing. Some of them have reportedly taken shelters in the coast of West Bengal, India.
Due to rough weather a number of launch services have been halted in the country's southern areas. Ferry services have also been disrupted.
The country has been facing a constant downpour for the last two days due to the depression.
Several thousand people have already taken shelter at cyclone centres in the coastal areas.
The Campaign for Sustainable Rural Livelihoods, Oxfam International's alliance of 200 civil society and grass root organisations, on Friday expressed grave concern over media reports of the missing 140 fishermen.
The pressure group, based on scientific analysis, believes that Bangladeshi fishermen are particularly vulnerable when these kinds of disasters strike.
The Met Office on Friday afternoon said the low pressure on the Bay has started to move to the coastal areas and will soon be weakened.
In the morning, it warned of a tidal surge 7-feet above normal level due to the depression over the coast and has issued cautionary signal No. 3 as a well-marked low pressure formed over the west-central part of the Bay of Bengal and its adjoining northern areas. However, the Met Office said that there wasn't any possibility of floods in those areas and the low pressure would cross the coast in the evening.
bdnews24.com Barguna correspondent reports three people in the district have been killed. Among them two died in Amtali Upazila as their houses collapsed on them. The two were identified as Minara Begum, 30, of Shakhria Village and Naren, 7, of Tiakhali Village.
Upazila vice-chairman Shamsuddin Shanu told bdnews24.com on Friday morning at least 15 have been injured getting trapped under collapsed houses and uprooted trees. The injured have been admitted to district health complexes.
Amtoli Union Parishad member Kabir Hossain told bdnews.com that another fisherman drowned when a trawler MV Azmir capsized on Thursday night in Bain Bunia area.
'Shafin', 5, of Charkalni village also drowned on Friday.
Local sources have informed that about 100,000 people have been marooned in Barguna coastal districts due to embankment breaches.
Also four fishermen trawlers have capsized on Friday night and 27 fishermen went missing, local people have informed.
Barguna Trawler Workers Union president Abdul Mannan Majhi on Friday noon said, "One missing fisherman Yusuf Majhi of Badurtala village told her wife Fatima Begum through cell-phone that 358 fishermen of 27 trawlers of Barguna took shelter in Indian border area."
Bagerhat correspondent says three people, including two brothers, died in the district.
Ranju Molla, 18, and Moir Molla, 26, sons of Taiab Molla, 68, of Kahalu village under Mollahat Upazila, were killed by lightening on Friday noon.

At Alimabad village under Muladi Upazila, one Shilpi Begum, 25, was killed in lightning around 3pm when she went out of her home during the storm, local Ansar member Mokfar Uddin said.
In Bhola, 'Momtaz', 40, of Charnolua village under Charfashion Upazila, was killed when her house collapsed as a tree uprooted on the house. Twenty-five people were injured that time.
Masuma Khatun, 60, of South Fashion village in the Upazila, and 'Sojol', 5, of Charjatin village under Monpura Upazila, were drowned on Friday.
On Thursday night, the embankments in Chittagong's coastal areas Anwara and Bashkhali breached and a number of villages were swamped, said bdnews24.com Chittagong correspondent. More than 150,000 people in those areas have been marooned.
The Feni correspondent reports about 12 villages in the coastal district Shonagazi have submerged ruining homes, crops and cattle.

Sad News: Coasts warned of 5-7 feet tidal surge.


The Met Office in a special bulletin on Friday warned that coastal areas of the country might be swept by a wind-driven surge of 5-7 feet high above the normal tide.
Barguna correspondent of bdnews24.com reported that at least two people had died being hit by the flying scraps of tin-shed houses flung by wind-packed storms.
Some 140 fishermen who remained missing since Wednesday in the Bay of Bengal were yet to be located.
The Met Office has advised cautionary signal no. 3 along the coastal areas as the depression over northwest bay has moved northeastwards and now lay over the northwest parts of the bay and adjoining coasts of Bangladesh and West Bengal.
According to the Met Office observation at 9am on Friday, the storm laid about 610 kms southwest of Chittagong port, 585 kms southwest of the Cox's Bazaar port and 420 kms southwest of the Mongla port (near lat 19.6° n & long 87.0° e).
The storm is likely to intensify further and move in a north-northwesterly direction. Under its influence steep pressure persisted over northern part of the bay.
Squally weather might affect the maritime ports and coastal areas of the country, the met office warned.
Maximum wind speed within 44 kms of the depression centre is about 40 kph rising to 50. Sea will remain rough, the forecast added.
Under the influence of depression and the new moon phase, the low-lying areas of the coastal districts of Cox's Bazaar, Chittagong, Noakhali, Feni, Laxmipur, Bhola, Barisal, Patuakhali, Borguna, Chandpur, Pirozpur, Jhalokathi, Bagerhat, Khulna, Satkhira and the off-shore islands are likely to be inundated by wind-driven surge.
All fishing boats and trawlers over northern part of the bay and deep sea have been advised to keep alert and remain in shelter until further notice.

Environment court in every district

The Environment Court Bill-2010 has been passed in the parliament to expedite trials related to environment pollution and formation of courts in every district.
The Climate Change Trust Bill was also passed in the parliament on Monday. Land state minister Mostafizur Rahman Fizar, in absence of the state minister for environment, presented the bills for approval.
State minister for environment Hasan Mahmud tabled the bill on Sep 30. The bill was forwarded to the parliamentary standing committee for environment and forest ministry with a 15-day deadline for analysis.
The parliament on Monday passed Expatriates' Welfare Bill-2010.
The environment court bill also aims to ensure removal of bothersome obstacles in the implementation of environmental laws. It proposes establishment of an environment court at every district. It also allows setting up more than one court if required at the districts. At the same time it mentioned setting up a special magistrate's court for processing such complaints.
The bill made punitive measures stricter raising the maximum sentence to five years from three years and increasing the maximum fine to five lakhs from three lakhs. It also proposed setting up a deadline of 180 days within which special magistrates will have to complete the case proceedings.
The environment department's director general or anyone empowered by him can file the case directly with the special magistrate's court or file a complaint with the police station under the criminal procedure.
The bill also allows the environment department director general or anyone directed by the court to enter any place at any time to conduct searches and collect evidence.
The government, in 2000, decreed the Environment Court Act-2000 which had provisions to set up district-level courts manned by officials at the same level as joint-district judges.
However, only four courts have been set up, with two in Dhaka and Chittagong, an Environment Appeal Court in Dhaka and a district additional judge has been carrying out additional duty in an Environment Court in Sylhet.
Hasan Mahmud said while tabling the bill, "The Environment Court Act-2000 only allows special magistrates to conduct drives against manufacture, import, marketing, stocking, distribution, transporting for commercial purposes and use of polythene shopping bags, and against release of black fumes from vehicle exhausts. They were unable to act against other more severe offences."
"The draft of the Environment Court Act - 2010 was formulated to do away with the previous nuisances faced while implementing the act during the last 10 years," he added.
The environment state minister then proceeded to table the "Climate Change Trust Bill-2010".
The Climate Change Trust Fund Formation Policy was approved by the cabinet on Aug 24, 2009 aiming to control disbursement of the total Tk 14 billion funds donated to Bangladesh during 2009-10FY and 2010-11FY after it has been marked as the most vulnerable victim of climate change.
The bill was forwarded to the parliamentary standing committee for environment and forest ministry with a 15-day deadline for analysis.
Other than these, education minister Nurul Islam Nahid tabled the "International Mother Language Institute Bill 2010.
It was forwarded to the parliamentary standing committee for the education ministry for analysis over the next 10 days.

Babar 'involved' in 10-truck arms haul

The police have appealed the court to remand former home state minister Lutfozzaman Babar into custody to interrogate him in the sensational 10-trucks arms haul case.
CID (Criminal Investigation Department) senior assistant superintendent Moniruzzaman Chowdhury, also investigation officer of the case, on Sunday requested the Chittagong Metropolitan Magistrates' Court for a 10-day remand.
Judge Fazlul Bari set October 13 for hearing the petition, where Babar has been shown arrested in the case.
"We have found Babar's involvement during further investigation in the incident. Moreover, evidences have been found that Babar influenced the investigation," IO Moniruzzaman told bdnews24.com.
Babar is currently being questioned in the August 21 grenade attack case.

Meeting on changes to charter deferred to Oct 12

The special committee on constitutional amendment on Saturday deferred its day's planned meeting to October 12.
The meeting was scheduled to be held with constitution experts about possible changes to the country's supreme charter at the Jatiya Sangsad Bhaban, sources in the Parliament Secretariat said.
Earlier on September 23, the special body held discussions with constitution experts Justice Syed Amirul Islam, Attorney General Mahbubey Alam, former attorney generals Rafique-ul Huq and Tawfique Newaz and Awami League lawmaker Fazle Noor Taposh.
Mahmudul Islam, Dr M Zahir and Ajmalul Hossain, who were on abroad, could not attend the meeting.

RAB arrest three JMB militants in Savar

The Rapid Action Battalion (RAB) has arrested three members of banned Islamist outfit Jamaat-ul-Mujahidin Bangladesh (JMB) from the capital's Savar in a raid in the early hours of Friday.
The detective wing team from RAB headquarters, in collaboration with RAB-4, also recovered jihadi literature and leaflets from the JMB activists.
The arrested radicals are Jaypurhat's Shariful Islam Likhan, 32, Dinajpur's Shahinur Rahman Shahin, 22, and Kurigram's Chainur Rahman Babul, 24.
Among them, Likhan is a life convict in the series bomb attack case of Aug 17.
RAB law and media wing assistant director Walid said the detained militants will be presented before reporters at noon at the RAB headquarters.

Khairul sworn in as chief justice.

Justice A B M Khairul Haque has formally taken oath as the 19th chief justice of the Bangladesh.
President Zillur Rahman administered the oath of office of the new chief justice at Bangabhaban at 10:45am on Thursday, the president's deputy press secretary Abul Kalam Azad told bdnews24.com.
Justice Haque, who replaces justice Mohammad Fazlul Karim, was appointed chief justice on September 26.
Prime minister Sheikh Hasina, parliament deputy leader Sayeda Sazeda Chowdhury, former chief justices, judges of the Appellate Division and High Court, senior Supreme Court lawyers and attorney general Mahbubey Alam were present at the swearing in ceremony.
Canbinet secretary M A Aziz conducted the oath taking ceremony.
Haque will serve just eight months until May 17, 2011 when he is scheduled to go on mandatory retirement, law minstry spokesman Mizanur Rahman told bdnews24.com.
Born in Madaripur on May 19 in 1944, Haque obtained his Bachelor of Law degree from Dhaka University and did his Bar-at-law from Lincoln's Inn, London.
He enrolled as an advocate of the District Court, the High Court Division and the Appellate Division of Supreme Court in 1970, 1976 and 1982 respectively.
He also taught part time at Dhaka University law department from 1978 to 1987.
Haque was appointed an additional judge of the High Court Division on April 27, 1998 and promoted to justice of the High Court Division on April 27, 2000.
The president appointed Justice Khairul Haque and four other justices to the Appellate Division on July 14, 2009. He took oath on July 16, 2009.
Currently, he is also serving as chief of the Judicial Services Commission.
Justice Haque issued verdicts on several important cases including Sheikh Mujib murder case and the case that led to the repeal of the Fifth Amendment to the constitution.
Haque is the third-most senior judges in the Appellate Division. Justices Mohammad Abdul Matin and Shah Abu Nayeem Mominur Rahman preceded him in joining the court.
There is a strong possibility that Khairul Haque will head the next care-taker government depending on his tenure and that of his successor.
According to the constitution, the last retired chief justice gets the first preference to become the chief adviser of the interim administration.

2,100 learning centres in remote areas .

he government has taken initiatives to set up 2,100 learning centres in the far flung places of the country.
The primary and mass education ministry will initially install 10 centres at each Upazila situated in the remote areas like hill, haor (water body), tea gardens and shoals, secretary Abu Alam Mohammad Shaheed Khan told reporters on Thursday.
The proposal for a fund of around Tk 1.48 billion to implement the project has already been sent to the government's planning commission, he added.
The centres will be installed for a three-year period to be operational by one teacher, and may be turned into permanent schools if necessary, the secretary said.
Khan hoped that the decision would help reducing the number of dropouts in those areas.
Currently, there is one teacher for every 50 students at the primary-level. This year 55,000 teachers were appointed and more teachers will be appointed soon to bring the students-per-teacher ratio to 40, the secretary added.

Govt will step forward for Vision 2021: Hasina

Prime minister Sheikh Hasina, attending the 65th United Nations General Assembly in New York, has said her government will not stop once it has achieved the MDGs by 2015, rather will step forward to materialise her party's ' Vision 2021'.
Hasina met with members of the press from the US and Bangladesh at the meeting hall of the permanent representative to the United Nations in Manhattan, New York, on Monday.
In her press briefing Hasina reiterated the same points that she raised the previous night, at the ball room of the Hilton Hotel with the New Yorkers.
Bangladesh has been awarded by the MDG Award Committee for its outstanding achievement in reducing child mortality, a target of the UN development goals (MDGs).
She said, "We are determined to turn Bangladesh into a poverty-free, self-dependent country".
Hasina mentioned the importance of non-resident Bangladeshis, their cooperation in the nation's independence war and in the development of the war-torn country.
The prime minister recognised that NRBs have stood by the country during its troubles and through difficult periods, and implored the NRBs to invest in Bangladesh and raise the image of Bangladesh worldwide.
She told the media that an NRB Welfare Bank would soon be set up to secure their investments in the country.
Hasina said that no nation could develop under a dictatorship and pointed out that Bangladesh had been under several dictators, who had no plan to develop the nation.
She stressed that her government had come to power with the mandate of the people to march towards the dream of vision 2021, an election pledge of the government to mark outstanding developments within the period.
Sheikh Hasina answered a few questions from the members of the press. She also displayed the award Bangladesh received for playing a significant role towards achieving the MDG.
Dr Abdul Momen, permanent representative to the UN, briefed on the activities of the Bangladesh mission and prime minister's speech addressing the UN General Assembly. Finance Minister AMA Muhith, foreign minister Dipu Moni, and foreign secretary Mijarul Quayes were also present at the briefing.

BNP doctors blame govt for anthrax spread .

Former health minister Khandaker Mosharraf Hossain has blamed the government for its failure to contain anthrax.
"The disease has spread like an epidemic due to the government's indifference and as vaccines distribution has been delayed."
Mosharraf was addressing a discussion on anthrax organised by the pro BNP physicians' platform, Doctors' Association of Bangladesh (DAB), at the National Press Club on Monday.
Former fisheries and livestock minister Abdullah Al Noman alleged that the government was wrong to declare a 'red alert', alarmed over the spread of this disease, which created a panic among the people.
Professor of Institute of Epidemiology Disease Control and Research (IEDCR) Dr F M Siddiqui and professor of microbiology and hygiene department of Agricultural University Bahanur Rahman jointly presented the keynote paper on the causalities and remedy of anthrax.

Mosharraf, also a BNP standing committee member, said the first case of human anthrax was found in Sirajganj one year ago. The disease could not spread panic if the government had taken initiatives in primary stage. "It could be possible to control the disease quickly if the government created awareness among the people properly."
Noman said the cattle traders have been affected mostly due to the red alert. "We have to create mass consciousness to overcome the situation. The government should make the vaccines cheaper."
The keynote said the disease is curable and there was nothing to panic.
"There has not been a single death from anthrax so far. There are effective vaccines for anthrax, and some forms of the disease respond well to antibiotic treatment."
Anthrax cases were first detected on Aug 18 among 26 villagers in Sirajganj.
Chaired by DAB president professor Dr AKM Azizul Haque, former vice-chancellor of Bangabandhu Sheikh Mujib Medical University (BSMMU) professor Mohammed Tahir, were also present among others.

Anthrax hits Nilphamari, 2 detected.

The government has detected the first case of human anthrax in Nilphamari.

The infection of Shamsuzzaman Likhon, 19, of Nijpara village under Mirganj Union, and Sumaiya Jaman Asha, 4, of Chowdhurypara village under Golmunda Union of Jaldhaka Upazila – were detected on Saturday.

They have been treated at Jaldhaka Upazila health Complex and Nilphamari Modern Sadar Hospital.

With that the total number of anthrax infection reaches 617. On Sep 21, five people were detected to be infected with anthrax at Mridhapara village of Faridpur Upazila in Pabna.

However, according to the Institute of Epidemiology, Diseases Control and Research (IEDCR), the number of cutaneous anthrax cases from Aug 18 to Sep 23 stands at 599.

Jaldhaka Upazila Health Complex medical officer Dr Gausul Azam told bdnews24.com that a three-member medical team was formed to detect infected people and give them treatment.

"These are the first anthrax cases in the district. There is nothing to panic. We have sufficient vaccines in stock," the medical officer assured.

Infected Likhon said that he had been coordinating his elder sister's wedding and had bought beef from Tenganmari Bazar of the Upazila on Sep 15. Since Sep 17 he has been suffering from fever and has been having severe pain.

The doctors concerned confirmed his infection when he went to Nilphamari Modern Sadar Hospital.

Anthrax is an acute disease caused by the bacteria Bacillus anthracis. Most forms of the disease are lethal, and it affects both humans and other animals. There are effective vaccines for anthrax, and some forms of the disease respond well to antibiotic treatment.

New secondary syllabus from 2012

The government will implement a new syllabus for the secondary level from 2012.

Education minister Nurul Islam Nahid said this at a daylong workshop on 'Development of Secondary Level Education' organised by the National Curriculum Textbook Board (NCTB) in Dhaka on Saturday.

The workshop was organised as a part of the Secondary Education Sector Development Project (SESDP).

The minister pointed out that curriculum is the essence of education and added that life skills should be integrated into the new syllabus based on student opinions to make studies more comprehensible.

To ensure that the new syllabus is in place in due time, the minister has already asked related officials and organisations to make required changes to the current curriculum and to finish the new career-based syllabus within 2011.

He said that following formation of the new syllabus, books will be printed by June 2011 for distribution among the students.

"The current has lost its focus on the current context." The education minister said that it should be made more contemporary so that students become more eager.

The education minister urged teachers to change their 'conservative' mentality to ensure modern education.

Moreover, he asked that some new items be included in the syllabus including proper history of the Liberation War, right to information, human rights, health consciousness, militancy, and changing men's attitude towards women.

NCTB curriculum specialist Uttam Kumar Das read out the research paper on evaluation of the secondary level curriculum.

He mentioned that 95 percent school teachers are not able to fulfil the demands of the students on the basis of national and international situation in the existing education system. Moreover, 54.50 percent college teachers and 96 percent guardians cannot fulfil the demands of the learners.

Das suggested introducing indifferent subjects in the three education systems - general, madrasa and vocational systems – at grade 9 and 10.

Speaking as special guest, education secretary Syed Ataur Rahman suggested a six-month 'action plan' for the implementation of life skill syllabus from 2012.

Sheikh Hasina for new MDG for developing nations

Prime Minister Sheikh Hasina has urged the international community to formulate a new MDG with specific targets for economic emancipation of developing countries, particularly the Least Developed Countries (LDCs), within stipulated time frames.
"I believe from my experience that once economic emancipation is achieved, social development would follow as a natural course… the new economic MDG would be the base and core of all MDGs," she said at the first roundtable on 'Poverty, Hunger, and Gender Equality' at the General Assembly Hall of the UN Headquarters on Wednesday evening.
Terming poverty the number one enemy of mankind and source of most social disorders and terrorism, the Prime Minister said development partners have a vital role to play in combating the poverty and its offshoots.
She said: "Indeed, when the MDGs were being adopted, only social issues were considered, and not financing of the same, which is so essential for implementing the social targets."
Hasina, who was a signatory to the Millennium Declaration containing the eight-point MDGs adopted by the UNGA in 2000, said MDG-1 had three specific targets - to halve the proportion of people whose income was less than US$ 1 per day by 2015, achieve full and productive employment for all, including women and young people by 2015, and halve the proportion of people who suffer from hunger by 2015.
"Unfortunately, we have failed to achieve any one of these three targets," she said, adding another billion people have been pushed below the poverty line due to the recent global economic meltdown.
The Prime Minister said the MDG Report depicts reduction of world poverty from 46 percent to 27 percent and in South Asia from 49 percent to 39 percent by 2005.
"The progress has been different in different countries, and even within an individual country depending on policies, and availability of funds to implement them."
In Bangladesh, she said, the government has adopted extensive programs targeting poverty while micro-credit and micro-financing have been intensified.
