The Railway Act stipulates that anyone crossing or driving over a railway is entirely and solely responsible for any accidents that may occur.

RALLY NOT APPROVED
Sirajganj deputy commissioner Aminul Islam told bdnews24.com that BNP did not seek permission for the rally. They asked for its security. The police and RAB provided the security measures. However, he does not have the power to permit a rally on railway property.
Inspector Mostafa Harun of the Bangabandhu Bridge Westside Police Station informed that no permissions were sought for the rally.
The stage of the BNP rally was built within 45 feet from the railway tracks.
Sirajganj district Chhatra Dal convenor Anwar Hossain told bdnews24 that as far as he knew, permission had been secured from the deputy commissioner by the local BNP office.
