Meeting on changes to charter deferred to Oct 12
The special committee on constitutional amendment on Saturday deferred its day's planned meeting to October 12.
The meeting was scheduled to be held with constitution experts about possible changes to the country's supreme charter at the Jatiya Sangsad Bhaban, sources in the Parliament Secretariat said.
Earlier on September 23, the special body held discussions with constitution experts Justice Syed Amirul Islam, Attorney General Mahbubey Alam, former attorney generals Rafique-ul Huq and Tawfique Newaz and Awami League lawmaker Fazle Noor Taposh.
Mahmudul Islam, Dr M Zahir and Ajmalul Hossain, who were on abroad, could not attend the meeting.

RAB arrest three JMB militants in Savar
The Rapid Action Battalion (RAB) has arrested three members of banned Islamist outfit Jamaat-ul-Mujahidin Bangladesh (JMB) from the capital's Savar in a raid in the early hours of Friday.
The detective wing team from RAB headquarters, in collaboration with RAB-4, also recovered jihadi literature and leaflets from the JMB activists.
The arrested radicals are Jaypurhat's Shariful Islam Likhan, 32, Dinajpur's Shahinur Rahman Shahin, 22, and Kurigram's Chainur Rahman Babul, 24.
Among them, Likhan is a life convict in the series bomb attack case of Aug 17.
RAB law and media wing assistant director Walid said the detained militants will be presented before reporters at noon at the RAB headquarters.

Khairul sworn in as chief justice.
Justice A B M Khairul Haque has formally taken oath as the 19th chief justice of the Bangladesh.
President Zillur Rahman administered the oath of office of the new chief justice at Bangabhaban at 10:45am on Thursday, the president's deputy press secretary Abul Kalam Azad told bdnews24.com.
Justice Haque, who replaces justice Mohammad Fazlul Karim, was appointed chief justice on September 26.
Prime minister Sheikh Hasina, parliament deputy leader Sayeda Sazeda Chowdhury, former chief justices, judges of the Appellate Division and High Court, senior Supreme Court lawyers and attorney general Mahbubey Alam were present at the swearing in ceremony.
Canbinet secretary M A Aziz conducted the oath taking ceremony.
Haque will serve just eight months until May 17, 2011 when he is scheduled to go on mandatory retirement, law minstry spokesman Mizanur Rahman told bdnews24.com.
Born in Madaripur on May 19 in 1944, Haque obtained his Bachelor of Law degree from Dhaka University and did his Bar-at-law from Lincoln's Inn, London.
He enrolled as an advocate of the District Court, the High Court Division and the Appellate Division of Supreme Court in 1970, 1976 and 1982 respectively.
He also taught part time at Dhaka University law department from 1978 to 1987.
Haque was appointed an additional judge of the High Court Division on April 27, 1998 and promoted to justice of the High Court Division on April 27, 2000.
The president appointed Justice Khairul Haque and four other justices to the Appellate Division on July 14, 2009. He took oath on July 16, 2009.
Currently, he is also serving as chief of the Judicial Services Commission.
Justice Haque issued verdicts on several important cases including Sheikh Mujib murder case and the case that led to the repeal of the Fifth Amendment to the constitution.
Haque is the third-most senior judges in the Appellate Division. Justices Mohammad Abdul Matin and Shah Abu Nayeem Mominur Rahman preceded him in joining the court.
There is a strong possibility that Khairul Haque will head the next care-taker government depending on his tenure and that of his successor.
According to the constitution, the last retired chief justice gets the first preference to become the chief adviser of the interim administration.

2,100 learning centres in remote areas .
he government has taken initiatives to set up 2,100 learning centres in the far flung places of the country.
The primary and mass education ministry will initially install 10 centres at each Upazila situated in the remote areas like hill, haor (water body), tea gardens and shoals, secretary Abu Alam Mohammad Shaheed Khan told reporters on Thursday.
The proposal for a fund of around Tk 1.48 billion to implement the project has already been sent to the government's planning commission, he added.
The centres will be installed for a three-year period to be operational by one teacher, and may be turned into permanent schools if necessary, the secretary said.
Khan hoped that the decision would help reducing the number of dropouts in those areas.
Currently, there is one teacher for every 50 students at the primary-level. This year 55,000 teachers were appointed and more teachers will be appointed soon to bring the students-per-teacher ratio to 40, the secretary added.

Hasina met with members of the press from the US and Bangladesh at the meeting hall of the permanent representative to the United Nations in Manhattan, New York, on Monday.
In her press briefing Hasina reiterated the same points that she raised the previous night, at the ball room of the Hilton Hotel with the New Yorkers.
Bangladesh has been awarded by the MDG Award Committee for its outstanding achievement in reducing child mortality, a target of the UN development goals (MDGs).
She said, "We are determined to turn Bangladesh into a poverty-free, self-dependent country".
Hasina mentioned the importance of non-resident Bangladeshis, their cooperation in the nation's independence war and in the development of the war-torn country.
The prime minister recognised that NRBs have stood by the country during its troubles and through difficult periods, and implored the NRBs to invest in Bangladesh and raise the image of Bangladesh worldwide.
She told the media that an NRB Welfare Bank would soon be set up to secure their investments in the country.
Hasina said that no nation could develop under a dictatorship and pointed out that Bangladesh had been under several dictators, who had no plan to develop the nation.
She stressed that her government had come to power with the mandate of the people to march towards the dream of vision 2021, an election pledge of the government to mark outstanding developments within the period.

BNP doctors blame govt for anthrax spread .
Former health minister Khandaker Mosharraf Hossain has blamed the government for its failure to contain anthrax.
"The disease has spread like an epidemic due to the government's indifference and as vaccines distribution has been delayed."
Mosharraf was addressing a discussion on anthrax organised by the pro BNP physicians' platform, Doctors' Association of Bangladesh (DAB), at the National Press Club on Monday.
Former fisheries and livestock minister Abdullah Al Noman alleged that the government was wrong to declare a 'red alert', alarmed over the spread of this disease, which created a panic among the people.
Professor of Institute of Epidemiology Disease Control and Research (IEDCR) Dr F M Siddiqui and professor of microbiology and hygiene department of Agricultural University Bahanur Rahman jointly presented the keynote paper on the causalities and remedy of anthrax.
Mosharraf, also a BNP standing committee member, said the first case of human anthrax was found in Sirajganj one year ago. The disease could not spread panic if the government had taken initiatives in primary stage. "It could be possible to control the disease quickly if the government created awareness among the people properly."
Noman said the cattle traders have been affected mostly due to the red alert. "We have to create mass consciousness to overcome the situation. The government should make the vaccines cheaper."
The keynote said the disease is curable and there was nothing to panic.
"There has not been a single death from anthrax so far. There are effective vaccines for anthrax, and some forms of the disease respond well to antibiotic treatment."

The infection of Shamsuzzaman Likhon, 19, of Nijpara village under Mirganj Union, and Sumaiya Jaman Asha, 4, of Chowdhurypara village under Golmunda Union of Jaldhaka Upazila – were detected on Saturday.
They have been treated at Jaldhaka Upazila health Complex and Nilphamari Modern Sadar Hospital.
With that the total number of anthrax infection reaches 617. On Sep 21, five people were detected to be infected with anthrax at Mridhapara village of Faridpur Upazila in Pabna.
However, according to the Institute of Epidemiology, Diseases Control and Research (IEDCR), the number of cutaneous anthrax cases from Aug 18 to Sep 23 stands at 599.
Jaldhaka Upazila Health Complex medical officer Dr Gausul Azam told bdnews24.com that a three-member medical team was formed to detect infected people and give them treatment.
"These are the first anthrax cases in the district. There is nothing to panic. We have sufficient vaccines in stock," the medical officer assured.
Infected Likhon said that he had been coordinating his elder sister's wedding and had bought beef from Tenganmari Bazar of the Upazila on Sep 15. Since Sep 17 he has been suffering from fever and has been having severe pain.
The doctors concerned confirmed his infection when he went to Nilphamari Modern Sadar Hospital.
